The Lead Medical Support Assistant (MSA) Scheduling Trainer position serves as the Training Administrator for VA Black Hills Health Care System (VABHHCS), including the Community Based Outreach Clinics (CBOCs) under the Health Administration Service Line.
Specific areas of responsibility include, course development and modification, delivery, evaluation, and operation of all administration training programs for all facility scheduling personnel, including administrative and clinical, in an effort to enhance Veteran access and the consult process. Incumbent also directly coordinates efforts with each facility as it pertains to the scheduling directive and is responsible for oversight and implementation of national andVISN scheduling changes, with corresponding training to all facility scheduling staff among facility service lines. The incumbent provides coordination and technical assistance on all local administrative training matters, within clinical administrative service related to employee's education. Responsible specifically for course development, training, surveys, related scheduling audits, arranging training space and Subject Matter Experts (SMEs) to facilitate training, evaluation, and program development. The incumbent applies specialized knowledge and experience to develop, coordinate, and promote a comprehensive program of staff education and leadership development activities. The goal of these activities is aimed at enhancing competency of staff, which will improve the overall effectiveness in meeting customer needs and succession planning initiatives.
Incumbent is responsible for reviewing, updating, and making recommendations regarding policies which affect the employee development activities of the VABHHCS and CBOCs. Position works independently developing facility training program for all scheduling actions and related processes to include working with service lines to obtain information that enhances service line procedures.

GS-7 Lead MSA
(a)* Experience.*One year of experience equivalent to the next lower grade level.
(b) Assignment.The Lead MSA monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient work flow. Assignments at this level include, but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as liaison between MSA and staff in order to resolve day to day conflicts. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

Physical Requirements:This position is mostly office work and sedentary. Incumbent may be required to lift medical records up to 10 pounds and some periods of standing, walking and bending will be required.
